Key Facts
In Appeal Case No. 016 of 2019, the Transport Licensing Appeals Board (TLAB) in Nakuru ruled that the National Transport and Safety Authority (NTSA) was justified in requiring a sketch diagram for route extensions. SMARTLINE SHUTTLE LTD, a Sacco licensed by NTSA, applied for route extensions to Migori-Kehancha, Nakuru-Keroka-Kilgoris, and Homabay-Mbita-Kisumu. The NTSA declined the application due to the absence of a sketch diagram, and the Appellant appealed. The Board determined the sketch requirement was reasonable for efficient road transport management and ordered the Appellant to submit diagrams, after which the NTSA must reconsider the application within seven days.
